【求问】德国{留学签证}到底是不是{申根签证}？

1.本人是参加【短期交流审核】，递签后获得的应该就是{A类学生签证}吧。这个签证本身是{申根签证}吗？是不是需要到留学所在城市再申请{申根签证}，才能去别的申根国家？
2.一个人是否可以同时持有{法国申根签证}+{德国留学签证}，日期刚好衔接起来，中间可以不回国，先在欧洲玩一圈再去上学？

请权威人士和有经验的同学帮忙解惑~！

已经不再纠结办理申根的问题了，给使馆写了邮件，使馆回复说申根到期必须要回国的，不能俩签证相连呆在德国： If you want to apply for a Schengen visa, you cannot remain there with the Schengen visa or change it into your study visa.
但是他们说我可以请在德朋友办理经济担保函，以把入境日期提前，德国人还是蛮人性化的嘛~！
You perhaps may consider instead to change your long term application to an earlier entry date? It then will be necessary to proof the cover of all costs during the time you arrive early (like thru a Verpflichtungserklärung) and the local alien administration will need to agree to the earlier entry.
