求助猫哥 关于录取通知或邀请函等疑问

猫哥:

现在一个波恩大学的教授愿意录取我读phd，给了TVL-13的50%，今年6月毕业，我应该申请的是学者签证对吧。但是当我跟他说要那个录取通知书或者邀请函或者permission之类的文件时，他说他也不确定我要的是什么，让我准备好了给他签字什么的，然后我就了。有如下问题我想请教一下的：

1．        这个permission可以由我来提供个大概的样式，然后由他来签字吗？还是说要每个不同学校它自己就有自己的官方文件，有着自己的格式呢？拿着邀请函或者录取通知书去办签证会不一样吗？
2．        关于语言的问题，教授说那边工作语言是英语，他也知道我没学过德语，也没有德语成绩。但是在申请签证的时候，需要提供德语成绩吗？
3．        关于波恩大学他们官网我看到一个说明，原文如下：
University of Bonn accepts only applications from the People's Republic of China if, in addition to the reports, the completed entrance application also includes the original certificate of the academic inspection authority of the Cultural Department of the Embassy of the Federal Republic of Germany in Beijing. The original certificate can also be replaced by a copy that has been authenticated by the German Embassy; certificates authenticated by other sources will not be accepted! Furthermore, the University of Bonn will accept no applications via third parties. This means that you have to fill out the application yourself, enter your address and sign the form. Entrance applications that do not fulfill the requirements above will not be processed and will be rejected.
这个说实话我不是很懂，是不是我一定要去北京的大使馆（我还在上海读硕士）对我的学位证书进行鉴证的意思呢？
4. 关于签证办理，我看有蛮多需要德语翻译的文件，我自己本来就不懂德语，我看网站上猫哥会提供一些翻译的服务，包括RK1200表格吗？（我真的是一点都不懂德语）

Merkblatt Einladungsschreiben
Das Einladungsschreiben sollte auf dem Briefpapier das Gastinstituts geschrieben sein und mindestens folgende Punkte beinhalten:
• kurze Erläuterung des gemeinsam vereinbarten Forschungsvorhabens
• Zeitraum des Projekts
• Arbeitsplatzbedingungen (Arbeitsplatz, Bibliotheksbenutzung, etc.)
zusätzlich für alle Doktoranden:
• eine klare Aussage darüber, wer ihre Arbeit betreuen wird
Bitte reichen Sie eine Kopie des Originalschreibens ein. Sollte die Zeit nicht ausreichen, kann das Einladungsschreiben auch direkt an unser Büro gefaxt oder eingescannt per E-Mail zugeschickt werden. Das Schreiben muss auf jeden Fall vom einladenden Professor oder einladenden Wissenschaftler unterschrieben sein.
Guideline for letter of invitation
The invitation letter shall be written on the guest institute’s official letter paper and should at least contain the following:
• a short reference to the research topic agreed upon
• duration of the project
• conditions at work (workplace, access to library, etc.)
and for PhD candidates additionally:
• a clear statement about who will supervise your work
We would prefer a copy of the original letter. If your time is limited the invitation letter can be sent to our office directly either by fax or as a scan by e-mail. In any case the invitation letter must be signed by your host professor or host research fellow.
