请教猫哥，德国给生活费，国内给工资，办何种签证啊？

猫哥，您好，上面是我的邀请函，请问：
1、从论坛中的帖子了解到，如果是德国资助的，就是学者签证，国内资助或自费的，就是留学签证，我的情况是德国给基本生活费和保险，国内给部分工资，请问我这种情况应该办留学签证或学者签证？
2、开始的短期保险，我老婆说在德国帮我买好，请问如果在买保险前是不是不能办签证？

1，只要德国资助金额不低于670欧/月即可学者签证
2，短期保险不少于3个月，没保险不能签证

是指我的资助金额还是指我和我老婆的资助金额的一半大于670欧/月啊？我的资助金额只有450欧/月，谢谢了。
