在线申请Bielefeld时遇到个问题？

顺着选项选下来出现个Higher Semester，我当然是从第一学期开始，可下面的选项里只有2，3，4，不选也跳不过，下面是他给的解释，我是不是哪理解错了？
In general, the study period starts with semester 1 unless you want to transfer previous credits and apply for a higher semester.
