【求助】联系信和语言班缴费

1. 打算申请语言+留学签证，请问大家这样的联系信有效吗？

With a Bachelor in Statistics you should satisfy the main prerequisits for our master program: you have a university degree with a quantitative focus, and you have acqired at least 30 (or even 40) ECTS credits in mathematics, statistics and/or econometrics. Moreover, we require good knowledge of German and English - both at level B1. So
a certificate about level B1 in German would be sufficient.  

You can apply for the Winter semester 2016/17 (via uni-assist). The application deadline is May 31. Please visit our website www.stat.de for further deatails.

2. 语言班按学校要求预付了490（总额1490），且学校发来的通知书上注明了已交付490，剩余1000在开课时补交。但是没有单独的缴费证明，已经联系了学校但是至今没有回信。
可以直接用这样的通知书递签吗？

请问有人知道吗？多谢了！！！
