求助：Certificate of non-objection是什么啊

在看学校的申请要求是看到一项是：

conditions of admission 里面要求提供 Certificate of non objection,描述是这样的：

“A proof that an earlier admission to the same course of study degree with largely the same content has not expired because an exam was failed once and for all
or there is no entitlement to be examined any more. An according declaration must be enclosed in the application and where appropriate must be presented again
at matriculation.”

看了半天没搞清楚，摆脱有经验的指导一下，谢谢啦
