我在置顶文章《【发布】2007年2月份德国使馆最新留学签证须知的非官方解读[逐渐增加和修改中] 》看到：
持有德国高校无条件录取通知书的学生，请直接到本馆签证处面交签证申请。不必通过留德人员审核部的审核程序（不需要提供留德人员审核部的审核证书）
解释：留学签证只能向留德人员审核部递交，只有少数例外，即不需要参加留德人员审核部审核就直接申请到大学直接入学的学生，可以直接预约时间到达使馆进行面签，并提供相应的额外材料。
除上述材料外还需提供：
- 无条件录取通知书原件及2分复印件
- 中国大学的毕业证书或（如大学尚未毕业）高考成绩单和大学在读证明原件及2份复印件
通常签证处需要4周时间处理您的签证申请
解释：无审核证明且直接可以大学入学的学生，需要额外提供国内的学历证明给使馆。
我之前申请了Bonn和Karlsruhe合办的一个英文授课的国际硕士课程，毕业可以拿到Master of Laws（ LL.M.）的学位。
现在已经拿到了学校的Offer of Admission，里面说：
Congratulations on being selected for participation in the inaugural year of the Master of European Regulation of Network Industries (MERNI), beginning September 2007.
With this letter, we would like to confirm the positive result of the personal interview conducted on 29 January 2007, as the result of which the MERNI Selection Committee has chosen to offer you a placement for the academic year 2007/2008. To confirm your participation, please fill in and sign the annexed statement of acceptance and return it no later than 15 July 2007. If we have received no answer from you by this date, we may release your place to an alternate candidate.
请问，这个算是无条件录取通知书吗？
如果是的话，那我是不是在拿到毕业证书以后（6月底7月初就可以拿到了），就可以直接去申请签证，而不用再办理APS了？因为我之前申请的时候并没有办理过APS。
另外就是，我是在上海预约面签呢，还是去广州啊？
