本人8月10日在上海aps递签杜伊斯堡，用的是埃森的语言班(班贝格的联系信）。目前已经有7个星期。邮件上海领馆目前未获得任何回复，亲自前往更是无劳而返，邮件杜伊斯堡外管局只给出如下回复：
aus datenschutzrechtlichen Gründen darf ich Ihnen keine Auskünfte geben. 

Bitte wenden Sie sich an die deutsche Botschaft. 

Grundsätzliches: Vom AXXXag bis zur Erteilung/Ablehnung eines Visums können 3 - 6 Monate vergehen.

工作六年，我两次去过德国，都是旅游签，都不超过12天。另外，杜伊斯堡外管局据说对外国人不是很友好，这会不会是一个原因。

求猫哥给建议。

从目前你发出来的情况来看，并没有什么异常
上海签证处有时候会慢点（前两年发生类似事情的时候，都是怀疑上海领馆干脆是把你材料给忘了）

你旅游签证对此次留学签证应该没啥影响

昨天收到领馆这样的回复:Hello,

the processing time for national visas (for long-term stays over 90 days) significantly depends on the local aliens registration authority (Ausländerbehörde), which as a rule needs to agree to the issuance of this kind of visas.

We are still waiting for the answer from the local alien registration authority (Ausländerbehörde). Without this feedback, we cannot finally decide on the application. As soon as the answer arrives, we will process the application without delay.

请问猫哥，这封邮件的回复意味着没有沉默期，完全要通过外管局的决定才能给签证吗？我还适合通过邮件催外管局吗？该如何问外管局？猫哥您有什么建议呢？

也不一定，他们 也只是解释一下一般流程
你自己催意义不大，你德国学校催比你有效得多

今早给领馆发的邮件问我的沉默期什么时候结束，领馆回答说：
Hello,

please read our e-mail carefully again and thank you for your understanding that enquiries on the status of the application cannot be answered during the process.

Mit freundlichen Grüßen /  谨致问候 / Best regards,

沉默期看来是问不到了，好担心签证会被拖个小半年。
