猫哥~学校回复的关于买保险的邮件有疑问求指教~

我给学校发邮件问保险有否什么特殊要求，它的邮件这样回复：
You will need health insurance in order to enroll in the program during the integration weeks. You can certainly use a private insurer, however, you will receive a better rate from one of the public insurance companies such as xxx. When you arrive in Berlin, you may then purchase insurance through one of these providers. You can either wait until the integration weeks when we will present to you about how to secure health insurance, or you may try to do this on your own upon your arrival.
我有以下不懂：
1、学校说可以在integration week再买保险也不迟，还有学校工作人员教如何买听起来不错啊，只要在入学enroll前搞定就行了。但是签证时必须要“自入境德国起至少90天有效的医疗保险证明”。那究竟我们要不要预先在国内买好保险呢？如果不用的话，如何满足90天保险这个签证需求呢？
2、邮件说公立保险有better rate。这个 rate该如何理解啊，指的是什么？
