请问一个gpa的问题

这里是很多大学imp的要求
Transferred to the German rating system (where 1.0 is the best and 4.0 is the lowest grade), you should have at least a 2.5. All foreign grades will be transferred into this system. To get an idea whether you have the chance to be considered for the programme you can use the following rules of thumb:
   in GPA-ratings (maximum grade 4.0, lowest grade to pass 2.0) you need at least a 3.0  
   in percentage-ratings (100% maximum, lowest grade to pass 40%), you need at least 70%  
   if your degree includes ratings like “first division”, “first division with distinction” etc., you should have at least earned one of the two best ratings  

1.德国大学招生是不是就是按aps上的成绩看中国学生的平时成绩?
2.是不是如果aps成绩大于2.5,就根本没有机会了?
2.如果系里开一个rank会不会对aps上大于2.5的成绩有帮助?
