请教猫哥，能帮我看看这个通知书能够开户办理存款证明吗？以下是标题和前两段内容：

***(专业名称)
for the academic year 2007/2008

It is our pleasure to inform you that your application for admission to the international Master Degree Programme at *** (大学名称) has been successful. Your application passed the rigorous selection process in which only the best applications were granted admission.

Please note:The admission is on a preliminary basis issued in particular for Visa and related purposes. It will become automatically fully valid as soon as we receive the APS certificate.

最后有学校盖章和Course Director的签名。

从标题看，好像还不算正式录取通知。但是看第二段的内容，貌似我现在可以拿着它办理签证和相关手续，但是我不太确定。因为目前我APS还没拿到，想先用它来开户办理存款，不知道可不可以？
